For the coverage of COVID-19 costs category in ARPA, there is a list of eligible cost categories. It is not exhaustive- will include in slides I send to Susan. Re: application processes, those would take place at the state/local level if those government create a cost coverage program.

Worth noting that the S/L rules includes in footnotes that state uses of the CARES $ last year is generally considered as eligible uses for this pot of money too.
